Transferring colleges

I'm a Junior in HS right now and I'm looking into a bunch of different colleges, many of which that would be a real drain on my money, which I'd be alright with if it gave be a better chance of getting into S&T or IB. I'm also looking in state at Michigan State and U of M, but I'm not sure I can get into U of M. Should I try to go in state to save money and then transfer to a better school (assuming I don't get into U of M's Ross)? Or would it be better to just go to a decent school (by decent I mean probably non-target but closer to semi-target than MSU) like Bucknell, Fordham, NYU (econ), Baruch, or Colby?
Any other advice you can give would be greatly appreciated
