In the context of London recruiting, undergrad degree subject is important but more often than not is trumped by brand name of school. Therefore, would suggest you take UCL even if it's their liberal arts course (still specialised in Econ though which is good) - much better brand name, way better connected for networking etc.
UCL all day long
UCL, and my own view based on discussions with the HR team at my own bank and frankly CVs I've seen over the years is that course does not matter (within reason), London or not. Depends much more on brand name of school and what you do personally once you're there
