Which Non Target
Options are either SUNY Albany or SUNY University at Buffalo. Both non targets but planning to transfer after freshman year.

Is it? I just googled the acceptance rate, but I also actually recently spoke with someone that transferred from UA to Cornell. If UB is ranked much higher then go there, but I would go to wherever you think you can do better (high GPA, good EC's, maybe an internship). At the end of the day, you are going to have to impress for transferring and the schools are pretty similar so it comes down to fit and your ability to do well.
