Anyone have experience working with state-owned firms?

Currently on the paper side but received an interesting note from someone on Linkedin about a role at Aramco/Rosneft.  Obviously Rosneft is in chaos right now (heck I'd extend that to any oil trader but Russian state-owned firms are especially in deep shit).  Was wondering if anybody had worked for a state-owned firm and  experienced anything such as culture shock in work process compared to an oil major/independent trading house like Vitol.
