CMOs - quick question

I was asked yesterday by someone interested in monetizing a several $billion CMO portfolio to raise funds. He is a family friend and doesn't know anything about structured products - but has a lot of experience in shipping and physical commodities. I have spent a summer on a structuring desk...nonetheless, I told him I didn't know much but introduced him to some alumni in commercial real estate groups in NY...can anyone please tell me how this should work, and how much financing can be raised out of say, a $10 billion CMO portfolio? Someone had told him it should be about 10%. Please PM me if you prefer that. Thanks!
