Cold Calling Help

Seeking out advice from people that have had success with cold calling? I recently applied to a sales & trading analyst role and have fortunatly received contact info of one of the HR employees. I know that I do not stand a chance if I do not try to contact them. Should I try to send an email before I try cold calling stating my interest in the role and try to set up an appointment for the call?
