What are the steps and compliance to start our own prop trading firm (commodities)

I've been very curious, if one has to start his own prop firm mainly in commodities, What are the compliances and rules I've to adhere, And what are the profit sharing ratio to their traders. Taking the reference of some of big market makers (Dare, onxy).

Its mind blowing to see with few employees they are making hundreds of million, I think there is no other industry where you make so much money with soo little employees.
