Nope, most banks cut off at 3.5, but i've seen some go as low as 3. Good luck!
Do they take into consideration the difficulty of your major? It wouldn't make sense to view a 3.5 in business the same as a 3.5 in a STEM major.
They usually do, same goes for type of schools, a 3.3 from a target is much better than a 3.6 from a non target. However you should generally have over 3.0 at minimum.

i think op meant lower class honours..2:2 is a grading system in the UK. i could be completely off base though
why would they when there are so many people with 1sts & 2.1s, many of whom have all the relevant internships etc?
Saying that, I know someone who got accepted into a Fund Management Accountant /Analyst role in small/medium investment management firm (after ~ 1 year of post graduation experience), got his CIMA and has subsequently moved after 2.5 years into a cushy Associate position with an insurance firm, despite having a 2.2 at graduation.
