Career Resources
By good OCR, I am assuming that you mean you go to a target school. Usually, if a college has a business program, then the business major trumps the economics major because of better OCR (Ross, Wharton, etc.). Also, keep in mind that doing two majors, especially the ones you are considering, can be very time-consuming, which will lead to you spending much less time on non-academic activities (including socialization and EC's).
What's cognitive science?
I think it comes down to whether the quantitative appeal of economics>business overcomes that of computer science>cognitive science. Since I don't have a clue what cognitive science is, other than being a dressed up psychology degree, I'm going to say the latter is more impressive.
