It's officially not considered a target at my firm, but I would say it's a semi-target. That is, strong networking can get your foot in the door.
How much harder than a top target, say Harvard/Wharton?
IMO, considerably harder tbh.
I don't know too much about Cornell specifically, but to give you a sense of the difference between a semi-target and top target:
@ Harvard/Wharton They're willing to interviewing ~100 kids per year. That is, they're willing to cast a fairly wide net to evaluate as many students as logistically possible. (But not that wide. Probably around 25% of applications).
@ semi-targets, I don't think they're willing to interview more than (don't quote me on this) ~15-20 apps. So getting the first interview is already going to be fairly hard. They also usually won't bother to interview you on campus.
If you manage to get the interview, then you're mostly on even footing with everyone else from target schools - but still the odds are going to be stacked against you. If you're from a top target and were borderline on the interviews, they might put you through. But from a semi-target and borderline, they probably won't give you the benefit of the doubt.
For the record, while harsh, firms define targets and semi-targets based on historical hires. If your school is a semi-target it means past hires from your school were pretty hit or miss in terms of performance at the firm.
