Can't say much about LA office, but you essentially apply for GSAP program as a first year consultant. You'll have to get a 1 or 2 rating in one of the year ends, get recommendations from some Sr. Managers / Partners, and do a 15-30 min presentation in front of a bunch of partners.....sounds harder than it really is, especially if you've built your network / credentials by then.
About 50 people or so get sponsored each year and I would say you have about a 75% chance of getting into a M7 school and 90% chance of getting into a top 12 school. S&O also does a good job at prepping you for BSchool with heavily discounted GMAT courses, visits from admission directors, application reviews with formers, etc...

Also, what are the key factors that determine who gets into M7 vs. top 12 etc? Is it based on GMAT? Undergrad GPA? Luck? Can B-schools really get objective information about your performance/experience as a consultant after only 2-3yrs, given that everyone can spin their experience in similar ways?
Majority of people that apply gets accepted to GSAP sponsorship...maybe 75%? Also, keep in mind that there's quite a bit of turnover at around 1st year consultant level because 1) you're burnt out, 2) you don't want to get a MBA, or 3) you don't want to be an indentured servent for another 2 years after MBA. Also, remember that GSAP payback is 2 years later and in the form of bonus, so you're really only getting about 60% of the tuition paid for.
