Do people from different colleges but same fraternity help each other out in terms of networking and getting a job?
was wondering if someone from the same fraternity but from a different school will be willing to help out another guy from a different school but same fraternity or is that really rare?

In my experience, yes. I was job prospecting towards the end of undergrad, used linkedin to search my fraternity name and firms I was targeting. I went to school in the northeast but saw a Texas A&M fraternity alumn who was a Managing Director at his office in Dallas. I told him I was interested in his firm's northeast office and if he would be willing to offer an introduction to the northeast office MD. He gave me 10 minutes of his time to give me advice and then introduced me and landed me an interview. I don't really think it's the fraternity that matters, more so the person.
It depends on who the person is and it depends on what you mean by help. I've never had some random fraternity brother from a different school go out of his way to get me a job, but I include my fraternity leadership positions on the college section of my resume for a reason - I've given the grip to more interviewers than I can count and while it in no way means I got jobs because of that, it certainly helps to be "included." Just being in a fraternity in college typically means you have social skills and peers can stand to be around you.
People generally like other people who have shared experiences and it's hard to predict what those experiences may be. Even if it's not the same fraternity, greek life in college is a shared experience, just like your hometown, or your undergrad, or favorite sports team, or similar hobbies, or your major, or anything else can be. It's important in interviews to be memorable in this way.

They'll usually take a phone call. That's about as far as it will get you, but that in itself can be a lot.
I actually ended up getting an interview at a BB IBD group through an analyst in a rival frat who was from another school. I think bankers who were in social frats look favorably upon students who were in social frats, even if they're in a different frat/school. This is because joining a social fraternity presumably shows that you're a socially-adept person. Obviously if they pick up the phone and the kid is clearly an idiot/douchebag, it's a non-starter.
