MSXX - which XX?

I'm wondering if my fellow or senior monkeys can help me find a way. I'll have to admit, I'm not just new to this forum, but had just 1 year experience in finance (it gets worse - I'm working as IT Consultant, not in business).
I've had it enough with for/if loops and am looking to jump boats. I got interested in risk management and started looking at courses/programs. During this exploration, I discovered a whole new world of Financial Engineering, Quantitative Finance and Financial mathematics. I drove myself to the swamps. Can anyone guide me through?
I had both undergrad and grad degrees in computer science. I always worked as a software engineer. One year ago, changing jobs, I started working as a consultant at Societe Generale Investment Banking(in Paris). I worked on the prime brokerage platform, but my work is limited to maintaining and evolving the softwares. I poked around and learnt quite a bit of finance attending internal seminars though I'm left wanting for more.
Now, I'm looking for a course/program that can bridge me to Financial Risk Management. What I envision is being a risk consultant/manager/analyst, ideally with CFA I and II certifications by the end of course. I might also need some courses to go deeper into the concepts of finance. Ideally the course will have 50% business courses and 50% technical courses (fin maths, modeling etc).
But I can't seem to find any!! All the courses are highly technical - advanced stochastic models, advanced statistics etc would be a bit overload for me as I graduated in 2009 (in CS!) and have been working ever since! I came across just one program in UCONN (link) but this program looks more like a bastard child of UCONN business school, not much attention nor information nor recognition. Rest others at Rutgers or Chicago or Columbia or NY Poly look very much skewed to quant.
I'd like to know if it would be a good idea to differ my applications, take some time to brush my quant skills and then apply or these programs are only for people who are very interested in quant (that others with marginal quant interest would have just an outside chance of getting in) or are there different positions in industry in risk management that I can effectively handle with good knowledge of finance and not-so-over-the-top quant skills? I'm currently working in Paris and in Europe there are many universities offering fast track Financial Risk Management courses with average quant courses. I'm not sure how I'd get hired after graduation and also I intend to work in US so I'm very much interested in looking at programs in US.
