Post Interview Anxiety - Reading Interviewer's Email?

Hi guys - I'd love to get your view on something rather trivial. Generally speaking, does it make sense for the senior interviewer to respond after final round: "Thanks for your email. Pleasure meeting you. Good luck with rest of the process" if one hadn't been successful? Just curious as wouldn't that be misleading the candidate in some way. I know I am over thinking this but what's the view.

I had a final PE round recently. My conversations went well with everyone, and I was flown in from a different country for this final round (travel, visa, hotel paid for). However, it's been 2 weeks and I haven't heard back. But the process also has been slow as the company is bureaucratic. I am stressed out lol

Honest opinion. Pls dont come back saying move on as I already have. I followed up a couple of days ago with a junior interviewer and HR but no response yet...
