UK Gov't's plans for banking in the next 5 years

"Banking system to be reformed, with banking levy introduced. "Robust action" to tackle "unacceptable bonuses". Plans to ensure flow of funds to small businesses. Independent commission to look at separating retail and investment parts of banks. Joining the euro during this Parliament ruled out. "

And regulating bonuses will just cause bankers, or should I say the intellectual capital, to transfer to other countries.
