Undecided about which Boston MSF program to go!

Hello all!

A few things to consider:
International Student going back home after completing the MSF.
Don't have much savings, and my income potential after graduating is much lower because I wouldn't be working in the USA hence salaries are inherently lower.
Will have Fulbright Scholarship which ONLY covers living expenses, also comes with the obligation to return to home country for a period of 2 years
Will be 23 years old at the start of the program

My desire is to go to the best program possible, adjusted for the amount of money that I would have to pay for the degree. Of course we would all like to go to Vanderbilt or MIT for an MSF but taking a $90k loan would be detrimental in my case.

Here are my current options which I received admit to their MSF program:

Boston College - No scholarship money.
UMass Boston - No scholarship money.
Northeastern University - $12K scholarship.
Brandeis University - $40K scholarship.
Bentley University - 90% scholarship.

Selectivity, curriculum, rankings and placement wise I would have Brandeis and BC above the rest. But by how much would this edge be? Is it worth it several thousand dollars?

I am currently undecided and my top two options are Brandeis (because I think it is the best program and they awarded me significant money) and Bentley (I will basically complete an MSF for $6k). Is the difference between quality of the programs that much? What would you do in this case?

Do you have to study in Boston?! also I think you may not have enough risk appetite to study in US.

Otherwise I'd take boston college. maybe for Northeastern. Thought Brandeis is good but not entirely sure. (unaccredited b-school?) but I'm not sure.
