What are best-in-class ops for consulting and government?

I'm a recent graduate with an MS related to data science a top 5 engineering/CS school and I'm considering a variety of options. I'm interested in consulting and government work and I'm hoping to get an idea for opportunities that'd be considered "best-in-class" by MBA schools in these fields. Am I getting the general idea straight?

General consulting: MBB, obviously
Government consulting: McKinsey, Booz Allen, Deloitte
* This one, I'm not so sure. Bain and BCG don't have a heavy presence in gov't, and McKinsey is larger, but very small relative to Deloitte and BAH. McKinsey also doesn't seem to have a robust public sector data-science practice. Should D and BAH be in the same tier as McKinsey here?
* Also, I've heard that D's public sector practice is seen as a second-tier part within Deloitte itself. Is this true?
Government, foreign policy:
* Tier 1: State Dept., more visible intel agencies (CIA, NSA, ODNI), World Bank, UN, etc.
* Tier 2 (not best-in-class?): Less visible intel agencies (DIA/NGA/NRO), top think tanks (Brookings, AEI, etc.)
