What's the best strategy to pull a recruiter??
Probably the same strategy as it is to pull an attractive girl in any other scenario - don't be weird. Seeing as you're asking about dating strategy on WSO, it might be too late.

start a recruiting firm and hire them.
I know of a recruiting firm that appeared to have hired every below average intelligence smokeshow from my school. the owner held pool parties weekly and so from what I gathered, his entire goal was to either make a bunch of money off of their efforts, fuck em, or ideally both.
plus, are you gonna return a phone call from a guy who looks like dwight schrute? same reason many pharma reps are hot, many female PWMers who ascend the ranks are hot, and so on. if you're hot, you're most likely confident because of the positive feedback you've gotten when you speak, and that bodes well for sales. hotness does not mean competence, but this shit is everywhere.

hmmm idk about that dude, vast majority of hot people don't think they are hot and have a lot of insecurity issues about their looks especially if the sole reason they got to where they were was solely because of how they look/attractive they are. Just look at all the former models and celebrities who were once considered incredibly attractive and good looking and how quickly they were tossed aside for younger and newer "talent". The ones tossed aside are pretty crazy and have a ton of mental health issues.
Also if what you say is true, sounds like that owner of the recruiter firm is playing with matches and gasoline in a paper house.
If you were to see "Brooke" or "Kelsey" at the grocery store on a Saturday morning after hot yoga, you would not notice her that much. They get paid to have good personalities and to smile. That adds to their attractiveness level.
Be careful, I was talking to a recruiter outside of work once and "Braxton" was divorced three times at 27! Attractiveness also means crazy AF.

I can see the humor in black people's constant struggle--a Civil Rights activist famously said, "I'm sick and tired of being sick and tired"--but that doesn't make it any less legitimate.
On a serious note, it's primarily because recruiters for HR positions like people who are well-put together, and when you work less hours (closer to the 40-60 range), you can prioritize mental and physical health a lot more easily. Things like consistent workout regiments, skincare, and selfcare is easier to achieve.
It's like a causation cycle. Working out makes them look more attractive and helps with their health, that helps with their interviews.
Certainly being well-dressed and clean shaven will help because it makes you look professional and organised.
