LO HR reaching out for job opportunities

My friend told me he was approached by an HR person from a large LO -- they wanted to chat about potential career opportunities. I've never heard of LO HR being this proactive. Is this one of the typical ways the positions are filled?

Build the bench I guess. Capital Group recruiter would reach out to me when there is no role. I then see an active role at Cap Group, but the recruiter wouldn't inform me, I had to apply and interview and then it's the same recruiter who doesn't remember me. 

I don't fking know why firms pay recruiters. No wonder they are let go in the downturn. Clearly a big market opportunity for someone who can solve this problem for companies AND candidates.

Talent guys at even very good LOs are a disaster.  Bearing in mind they usually are the first point of contact for experienced investors/PMs it’s scary.  It’s shocking how much talent LO firms miss because of their antiquated and unprofessional approach to recruiting.

About 2 months ago the head of my strategy at one of our rival funds stalked my linkedin, then like an hour later their HR reached out. No active roles available (I wouldn't have taken one anyway, given their reputation) but I agreed to a call just because I was interested in what the pay range would be. 

She took a week to reply to my message, then forgot to call me at the agreed time, then randomly called me the next day. Not exactly the best look. So yeah, agree with the guy above that "talent guys at LOs are a disaster".
