Ambiguous reply from Tier-2 Consulting firm Recruiter - Any advise appreciated!

Hello People -

I interviewed with a tier-2 consulting firm (think PwC,OW, EY) couple of weeks ago (experienced hire/ 3 years out of school) and received a call from HR this week that things went well and she wanted to discuss next steps.

When I told her that I would be comfortable joining only after Feb 15th considering bonus payout, she said that its better we connect late Nov/ early Dec preferrably after thanksgiving to "discuss next steps". She then proceeded to tell me that things usually get slow end of year and she doesn't want to give me an offer and have me join 4 months later.

Is this normal HR behavior? Quite frankly I'm a little nervous not having anything in writing and just having to take her word for it for an entire month considering I have other offers. When I wrote to her again to clarify regarding offer letter and date of joining, she repeated the same thing saying its better we connect early December to see where we are process wise. I dont want to keep bugging her with more mails.

Anyone been in this situation? Any advise would be great.
