big4 consulting vs. big4 bank risk management

I have a hard time deciding between risk management advisory and risk management in a bank. I am currently doing an internship at one of big4 consulting companies and got an offer for a graduate rotational program in a big bank in my country (one of the two biggest). Hoped you could help me to choose if to stay at consulting or do a program. One of my main aims is to have a chance to work somewhere abroad later on (UK, Switzerland, Germany or somewhere outside Europe) - that is to move there not just go on business trips from time to time. How I see it:

consulting: a lot of uncertainty for now - I sign contracts for one month each (although the internship is 6 months long), but if I got an offer to stay as analyst after there seems to be a clear career path to get promoted. They deal only with credit risk but maybe you see more generally how the process works in different banks -> so maybe in a few years you can move directly to a higher position in a bank?

program in a bank: they offer better money and work conditions for now (program is year long) but the career path doesn't seem clear to me, do I wait for my boss to move higher untill I get promoted? In consulting it seems to depend just on performance - so seems better, more depends on your work less on pure politics. In a big bank I get to see different parts of risk so I can make more informed choice what to do after, BUT: probably after the program you get to have a rather narrow function. Also: I'm not sure if I won't get stuck with this particular bank after this kind of program - that I'm not sure to which extent it's possible to move abroad... I don't know if there are such chances in a bank internally? Or to move externally after such program?

Could maybe someone tell me abt +/- of both if you tried it?

Also if I decide to change for the program (it starts in a month), should I tell my boss as soon as possible or wait? He is going to be away for a week now so I'd have to tell it on the phone (doesn't seem professional...), on the other hand better if he knows in advance I suppose...
