Consulting firms recruit their SA's at the same time banks do - January through March. Class sizes vary across firms, but as you said they are hard to come by. The advisory divisions of PwC/KPMG/EY hire a lot of interns but they are considered "Tier 3" consulting firms. MBB & Deloitte S&O take about ~50 interns a year at the undergrad level I believe. Not sure about smaller firms like OW/ATK/LEK, etc. - they have SA programs, but they're quite small (my guess is 30 per year).

Full time for what? You need to define what type of consulting you're interested in first. There's management/strategy, HR, technology, operational, marketing/pricing, etc.

Also, the functions of each department within "Advisory" and the Advisory division itself differs quite significantly for each Big 4. To someone outside the industry, the difference might not seem that big, but people in the consulting industry (especially HR who will be reviewing your resume/application) know the differences.
