Recruiting Season - Second rounds

This might be an obvious question.. but I would really appreciate any help!

I'm wondering if all top consulting firms only do their recruiting for full time positions in the fall? I am waiting to hear on a PhD program and likely won't know until mid-January. I'm thinking I should apply to both now anyway - but does anyone know if there will be second rounds of recruiting in the winter/spring?

Thank you this is very helpful / a huge relief. Would you have approximate dates for spring recruitment? I've opted to get my master's in Paris - which is great for getting hired in France - but we're much more on our own if we are looking to work in NYC or DC.
