I recently read this and find myself inspired.

would this type of strategy work at consulting firms, in smaller (not NY/SF) office cities like Seattle/Dallas?

Have you tried other methods? Maybe you can give it a try. I am highly confident that very few here have pulled that off (if anyone). Most people are too afraid and that's why that other guy was successful....because it highly differentiates you from the competition.
Cold emailing hasn't lead to much, i come from a school with 3 people listed in the alumni that are in MC, I figure if hardwork and ambition of walking in to their office for a face to face, that differentiates me from the Ivy leaguers who use their OCR to get in.
Even in the example provided, he focused mostly on boutique firms.
The big consulting firms all have somewhat rigid recruiting structures. If you don't have much else going for you, it probably can't hurt to press some flesh. Differentiating you from all the other resume drop people isn't a bad thing. But I would not get your hopes up.
One other consideration is that even with the most senior partners, many if not most spend a good chunk of their week outside of the office. Walking in on a Tuesday is most likely just going to be met with a recruiting staffer (read: not a consultant) who doesn't have the power, even if he or she has the inclination, to circumvent the normal recruiting process. If you're not scheduling a meeting, you basically have to do this only on Fridays.
