Review tomorrow

Have a review tomorrow at my job. I was wondering if it's frowned upon to ask for more difficult work. I know analyst work in ops isnt going to be necessarily difficult, but there isn't even enough of it. I honestly want to work more. I kinda feel like this job is making me lazy. I have free time and I hate being bored. I usually fill this with studying random stuff or reading the news. Just wondering how some managers would react to an analyst asking for harder work. Would you think it was ambition or arrogance?

I have asked to start projects, but they all get shot down and mired in regulatory rules or system limitations. Done a few projects but because of the low volume i usually get them done rather quickly
