Because it doesn’t always make sense to acquire a business when a partnership or other complex commercial agreement would better serve your business roadmap/strategy. This type of activity falls outside of a typical sales function and sometimes there is a dedicated group for strategic business development. If a company is not large or acquisitive enough, then it makes sense for corp dev to handle this function.
