Manipulating the markets
I am sure we all have seen many amateurs and professionals recommending certain stocks and against some other stocks on different medias and platforms.
My question, why are they not charged with manipulating the markets I wonder ?
I’m not a lawyer, but my first guess is that there is no reasonable basis that their recommendations will move the market. It would be different if a well known figure with known tie to the underlying security takes the same action.

I have seen famous short sellers annouce their short positions and talk about the company in public media consequently leading to significant stock sell.
Their thesis is accurate about the shorted company, yet it is not really clear when do we cross the line !
Yeah that is a controversial area. Sometimes short reports can be provocative and stock prices could fall sharply. By the time the company responds, the stock may recover some, but the short seller could have already covered their short.
