BEST Way to Get Quality Dress Shirts/Pants

I need to know the most cost-effective way to build up a dress shirt/pants wardrobe. New analyst and want to get it right. No point in buying cheap, poor-fitting clothing and I'm willing to dish out a bit. 

You get what you pay for, so should I...

- Go to a tailor like Jos A Bank or local tailor? 

- Buy nice fitting stuff off Nordstrom Rack

- Splurge some other way for quality quality??

TL/DR: is it worth it to get custom-tailored everything over just buying off the rack that fits nice.
