The quote one is the icon on the far right, not the one second from the left. I've made this mistake a lot.

The first one (red X) is delete. It can only be used by mods.
I am a mod, and the second one, the blue quote one, does absolutely nothing except redirect you to that page.

i think it might be a good idea to remove the stupid blue talk bubble
i post a decent amount still accidentally press the bubble a ridiculous number of times
OK...I figured out what it does, but I don't think its too useful. For people who are not logged in, it redirects to an account registration page so they can register as a new user. Since all the other buttons are removed for non-logged in people, I doubt it would be too hard to change it so the blue one doesn't appear for people who are logged in? To make it more useful too, maybe change it to "Register as New User" instead?
