I know a few people over at Ariel, they seem to like the work. I mean, their logo is literally a tortoise, as in "slow and steady wins the race". When I was in Chicago, a lot of people wanted to work there coming from fundamental backgrounds.
That's most of them (LOs, of any kind), per your criteria (outside of NYC/SF).
Most very large ones will run small/mid cap strategies, often several.
