How do MMs hire PMs from other Firms?

If analysts/PMs at other shops cannot take performance with them (i.e. not allowed to formally disclose their returns over time to future employers--which I am assuming they can't), how do MMs decide decipher between different PM candidates? I'm just wondering because from the MM side it seems like hiring profitable PMs is the name of the game but I guess I don't understand how they can do it effectively given little pertinent info at their disposal?
