How to Know Pricing-in Public Equities

I was listening to a podcast and it piqued my interest when the speaker mentioned as follows:

"...It's always right if you are in the middle of a recession that markets will recover much earlier and you pre-pay for the recovery. But the fact that the market is already pre-paying before having seen the slowdown, it just seems too early."

Q: How do we know whether the market already pre-paid/priced-in for the economic recovery?
