Legitimacy of a PM Company that does Head Hunting, Methodology Training & Career Placement

Happened to saw a PM company that caught my attention.

What the company does is a series of events, from head hunting for suitable candidate (with or without PM experience, but require a bachelor degree), to training of methodology (which they claim to have high winning to losing ratio), and to placement of the candidate in workplace (through their own network) after the training within 3 months time (else the fee will be refunded).

Question here, have you came across with such company and how legitimate is that?
