Anyone that brings these cases and loses should be liable for an aggressive counter civil suit. Similar to false SA allegations, the frivolity with which cases get brought and by extension the severe, unjustified public image damage they cause will never end unless there's clear downside risk for plaintiffs that lie.

I'm not saying the way the system is set up is perfect, but you need to be EXTREMELY careful putting penalties in place that discourage victims from speaking out.
