Is it reasonable to ask for a raise if the company does not do annual raises for IB? Bonus goes up YoY so TC increases YoY as well but base stays the same outside promotions.

Generally speaking, it seems unlikely to work at the analyst level, but you're in IB, so I think you're equipped to at least start to answer this no? Do you have an idea of what your peers are making in your group, and how your comp compares to street? How have you been performing compared to your peers? How replaceable are you? Do you have other options? Do you think your managers have the same understanding of these questions that you have?
You can always ask, but you clearly need a good story regarding why you deserve an off-cycle pay bump. That's going to begin with understanding the answers to these questions, so you can craft a story to whoever is in the position to make the decision
