Find out when they get to work, and have it in their inbox five minutes before that. It'll be the first thing they see.
Bankers do have Blackberries, they will see it right after you send it. When is the best time? That is impossible to answer. You could have the guy right in front of his computer, but hes trying to grind out some work before he has to catch a plane in an hour. In that case your not getting a response. I like to always send a follow up email about two weeks with no response just saying I wasn't sure if they got the email with a quick one line. (This has worked when contacts said they have been out of town).
