Their schedules are very unpredictable, and most likely they'll have assistants answering their phones. Email is going to be the best way to go about setting up a phone call. In my experience, most people do not like surpise phone calls from people seeking informational interviews or advice - go through email to give them time to look over your resume and time to get back to you.

But I would probably shoot for early afternoon, usually they're busy in the morning responding to emails/phone calls from the day before and they're traveling pretty frequently.
But yeah you will most likely get an assistant anyway even if he's expecting it so I wouldn't worry too much here.
