Cost of Equity calculations for multinational firms

Hi

How do we calculate cost of equity for multinational firms? Lets say there is a firm headquartered in Japan and with operations in Europe, N America and Asia. Do we take weighted average of COEs of different geographies weighted by some metric?

Lets also say there are no capital controls. Will COE be same for two firms in the same industry provided all ideal market conditions hold?
