Do you upload a cover letter when it doesn't ask for it?

Hi WSO, I'm new to this whole recruiting thing. I'm trying to apply for JPM Winning Women 2019 and it says "a cover letter is not required unless specified in the job description" and it isn't asked for in the description. There is a section for "relevant files" upload though. Is the norm to still write a cover letter and submit it even when it's not asked for? Additionally, I can't find a thread for the JPM Winning Women program. If someone could direct me I would be so so grateful. Have a great day folks!

Adding a cover letter even if not required seems like an extra opportunity to go above and beyond to differentiate yourself and add color to your background and why you're excited about the bank and the program. I would go for it!

Recently applied for another position at JPM with the same "cover letter is not required unless specified" phrase in the job description.

I ended up writing/adding a cover letter because I felt this would be a good way to differentiate myself from other applicants. I thought that it might show extra effort and/or provide a more personal look at my applicant profile, rather than just numbers and accomplishments on a resume.

Probably not a huge deal if you don't add one, but I don't really see how it could hurt you.
