FT Rerecruiting Advice for an incoming intern at a BB

I'm an incoming intern at a BB (Citi/BofA) and am looking to rerecruit FT due to not being able to place into the group I am interested in. I'm not looking for MF exits, but more so just industry groups I am genuinely interested in. I would love to hear if anyone have advice on FT recruiting and generally how to tackle it. 

The biggest question I have is when is best to start networking and if I start networking earlier (May/June), then do I just not mention wanting to rerecruit at all? In this case, do I structure my outreach email to be the same as when I was recruiting for SA? Last thing is who am I allowed to reach out to? I'm guessing mass cold emailing everywhere would hurt my chances of getting a return given how small the industry is and I never know who knows who. In my cycle, I never had a call at MS/JPM just given the nature of my school's pipeline. At the same time, some people I've had good calls with will be leaving/have left, so I don't really have anyone that I can directly contact/reached out to from my time recruiting for SA. If anyone have advice on this matter, I would love to hear it!
