Haven’t been outright rejected after a superday?

Had a superday 3 weeks ago at an investment bank for their graduate entry scheme. Got the call today saying they liked me as a candidate but they won’t aren’t willing to extend an offer. The HR person said I performed well over the 3 interviews which were competency, a case study and technical. Then he told me this isn’t an outright rejection though because they’ll call me back in 2 weeks to confirm their decision. Has this happened to anyone else? Could they change their decision in 2 weeks?
