How does a bank become a BB or EB?

I see a lot of threads about who will be the next BB or who is going to be the next EB.

My question is who determines there classification at the end of the day? Is it just all of us saying they’re a BB and then magically they are a BB or is a site putting together an analysis and then we adopt xyz bank as a BB or EB? Who has the power?

It starts with people praying and begging for the bank not to be considered a BB, and then they keep getting talked about in league tables, and then people kind of give up

I think it’s a pretty common belief that Wells Fargo or Jefferies (more likely Wells) will be the “next BB”

The thing is … will anyone ever accept that or will there always be some reason why they can’t be a BB?

I also don’t see how the light gets turned on and boom they are a BB and now everyone (WSO users, Admissions Committees, Financial News Sources, etc.) refers to them as a BB
