I'm not really a pro at this stuff, and I apologize in advance if I am posting to the wrong forum. But how would one find out what all of the outstanding debt a municipality has issued and the details of those bonds/securities?

annual reports, emma, other research providers, etc. municipalities tend to have a ton of issues, each with a number of cusips within. so you could be talking about 200-500+ cusips for a municipality.
