How to go about interpreting and projecting accruals or deferrals?

Not sure where to even start when interpreting and projecting accruals and deferrals. Like what do they even mean (specifically on the CF statement), since a lot of these numbers dont actually represent cash inflows/outflows but are just 'canceling out' what is recorded in net income
