Actually, all fully evolved pokemon can learn hyper beam, including Venusaur. Furthermore, the sum of Venusaur's stats are the highest of any starting pokemon in the first two generation (thru Gold/Silver). That being said, this user is a fucking bell-end.

But blastoise is still a water pokemon so blizzard is super effective against him while Arcticuno's ice type mitigates the effect of blizzard on his flying type. I said it more because Articuno's flying-ice combo is super effective on venusaur's grass-ground types.
