Is it impossible to get from Houston energy IB to NYC after you turn VP?

A second year VP I know back from my analyst stint in Houston has been trying to get into a coverage or product team in NYC for 4-5 months without luck. Reason to move there is family eventhough it doesn’t make sense to me considering what he’s built there. 

he has been at  a major bb (GS/ MS / JP) through all his associate years and def been on lot of live deal flow (oil and gas primarily) in this time.

But he’s not been successful in recruiting for an nyc based bank at all. 
 

im curious. Do you guys think it’s impossible to lateral as a VP in a new industry / coverage?
