Was talking to an MD today at a BB, he said RBC is a future BB
Could it go from UMM to BB one day? Or will that never happen

RBC already is BB. Check tables
No. It has minimal presence in Europe/Asia. All of the other BBs do.
While they're okay-ish in the US, they're almost always co-advisors. Don't see this happening. Some groups, like Energy, are good, but they're not BB standard yet.
