Yes, LevFin at JEF actually sits within IB while DCM is capital markets as you'd expect
JEF levfin is an actual origination / investment banking group that holds pen on lender model, security structure, investment considerations, risks, etc similar to BofA CS Sponsors etc, as opposed to JPM, barclays, MS etc which functions as more of a capital markets / syndication group. They have a separate capital markets group, and as a whole jefferies doesn’t really do investment grade - extremely little.
