Lateral from Piper Jaffray MN to better MMs or BBs in NYC/BOS/DC/CLT
If I accept an Analyst gig at Piper Jaffray MN in a group with low/questionable deal flow, will I be able to lateral to a better MM or BB? How long do I need to wait before switching? What will make me marketable to other banks?
I am from East Coast, graduating in 2019, and want to do banking long term in NYC/BOS/DC/CLT

Not impossible but you'd be trying to make potentially two difficult jumps at once 1) Regional to NYC (and even below a Chicago/HOU/SF regional) 2) Lower-MM/MM to EB/BB (MM obviously easier)
HC group I think is pretty solid in MN at Piper, I think that group would potentially provide some opportunities
Piper is a MM shop, HQ'd in Minny (main office helps IMO). It's training will be strong enough that it should give OP some interview chances.
I've seen a few Piper interns end up at NYC BBs or other large players (e.g. RBC, Moelis), but that may have been more group dependent.

Should be fairly doable, 1st year that started this June in my old group (non-HC) just jumped to PWP. Another guy I know left near the end of his 2nd to go to JPM HC.
