Get meaningful experience. The most important thing on resume for junior SA recruiting is basically your previous summer experience (assuming adequate school/gpa). You need to have something tangible you can talk about. It doesn't have to be the best job ever, but you can't just tell interviewers that you spent the summer reading about IB.

You probably still have time to reach out to smaller wealth management firms in your home town. I'd try that.
Definitely your best bet. You will 99% be working for free but gets you some bullet points.
Email every wealth management shop and tell them you will work your ass off for 80 hours a week for free the entire summer.
Just to reiterate: getting yourself a finance-related internship this summer is very important! If you don't do anything that will look extremely bad on your resume.
